• typescript 5.9.3 -> 7.0.2 (pinned: @effect/tsgo supports specific
  TypeScript versions) and @effect/language-service -> @effect/tsgo 0.63.0.
• typecheck runs effect-tsgo tsc, the Effect-patched compiler, so Effect
  diagnostics now run locally and in CI. This avoids the effect-tsgo patch
  prepare script, which rewrites files in node_modules (including the oxlint
  bundled with Vite+) on every install.
• unstableApiUsage is off: the CLI uses effect/cli, effect/http and
  effect/process by design, and pins their version exactly instead.
• Fix the diagnostics it reported: chained Effect.provide calls in tests,
  two catchTag calls (now catchTags), and an untyped decode in post-build.
• VS Code: point at the TypeScript 7 native language server.
