What now? This bumps gh from 2.103.0 to .3, but it now fails with

The path gh_2.103.0_linux_amd64/bin/gh does not exist in the artifact ``(tine//tools:gh-download (tine//platforms:default#c9a087c801b7839e))/gh-download, action: (target: tine//tools:gh-download (tine//platforms:default#c9a087c801b7839e)`, id: `1`)`

Hmm, bin/tine buck build tine//tools:gh-download passes for me even in a squeaky clean tree. The full tools/ci.sh does reproduce it though. bin/tine buck build tine//tools:gh does as well, this is a confusing error message.

The bump missed updating "strip_prefix": "gh_2.103.0_linux_arm64" in tine.lock.json. We need to turn this into a glob, or bump it along.
