TypeScript 7 no longer ships the classic API that rolldown-plugin-dts
needs, so declarations must be generated by Oxc, which requires
isolatedDeclarations. Add explicit type annotations to exported values and
methods; emitted public types are unchanged. allowJs/checkJs are removed
because they cannot be combined with isolatedDeclarations (no JS sources).
