The PR failures look reasonable here:

• gwms-factory, nrp-ospool-ep, and vo-frontend all fail in 26 due to the lack of a release repo (but succeed in 25)
• s3-backup is bitrotted (we should probably remove it)

@mwestphall I think we can go ahead and merge this PR if we add OSG 24 back as I mentioned on the other similar PRs. I'm fine with OSG 26 build failures ahead of the release but I'd like to remove the OSG 24 builds only after we've officially released OSG 26 and EOL'ed OSG 24

I think we can stop building svn-to-git, since the SVN->Git migration is done.
