Add Cookie Settings link so visitors can change their cookie choice - #8285
Problem
Once a visitor clicked Accept or Decline, the cookie banner never came back, and there was no Cookie Settings link anywhere. The Cookie Notice and Privacy Policy both promise one in the footer.
Solution
Footer: new Cookie Settings link next to Privacy and Terms, on every page. It fires an open-cookie-settings event.
CookieConsent: listens for that event and reopens the banner. The banner now also links to the Cookie Notice.
gatsby-browser.js: changing to Decline after Accept reloads the page, because Google Tag Manager can't be unloaded once it is running. Accepting still starts GTM straight away, as before.
How to test
Open the site, click Accept, scroll so GTM loads.
Click Cookie Settings in the footer: the banner reopens.
Click Decline: the page reloads and googletagmanager.com/gtm.js is no longer requested.
Click Cookie Settings again, then Accept: GTM loads without a reload.
Check the Cookie Notice link in the banner.
Risks
I only syntax-checked the changed files; I did not run a full Gatsby build or test in a browser.
Cookies GTM already set are not deleted on decline; they stop being refreshed after the reload.
Notes for Reviewers
The link is a <button> for keyboard/screen-reader access, styled like the other footer links.
Added a Cookie Settings button in the footer that opens the cookie consent banner.
Added a link to the cookie notice from the privacy-policy text.
Consent changes made in another browser tab are now applied on the current page.
Bug Fixes
When consent changes to anything other than accepted, the page now reloads if tracking has already initialized, so the updated consent choice can take effect.
The footer now has a Cookie Settings link that reopens the cookie
banner, the banner links to the Cookie Notice, and declining after
accepting reloads the page so Google Tag Manager stops right away.

Walkthrough
The footer now has a Cookie Settings button that reopens the consent banner. The banner links to the Cookie Notice. Consent changes initialize GTM when accepted; other consent values reload the page if GTM has initialized. Changes in another tab use the same consent handling.
Changes: Cookie consent settings
Layer / File(s)
Summary
Open cookie settings from the footer src/sections/General/Footer/index.js, src/sections/General/Footer/footer.style.js, src/components/CookieConsent/index.js
The footer adds a styled Cookie Settings button that dispatches an event. The consent banner listens for the event and opens. Its text links to the Cookie Notice.
Apply consent changes gatsby-browser.js
The consent handler initializes GTM for accepted consent. If consent is not accepted and GTM has initialized, it reloads the page. A storage event for the cookie_consent key also invokes the handler.
layer5io/layer5#8251: Both PRs handle consent changes from another tab through storage events.

Cookie Settings can reopen the banner on pages with the footer, and consent changes in another tab reach the GTM handler. No merge-blocking issue was identified.

Full details: Linked Issues check
Explanation
Issue [#8284] requires a Cookie Settings control in the footer, banner reopening, immediate choice changes, and a Cookie Notice link. Footer renders the control in the shared footer and dispatches open-cookie-settings. CookieConsent listens for that event, reopens the banner, and links to /company/legal/cookie-notice. gatsby-browser.js starts GTM after acceptance and reloads when decline follows initialized GTM. The storage listener also applies consent changes from another tab.
Full details: Out of Scope Changes check
Explanation
The changed files support issue [#8284]. The footer style changes support the new control. The cross-tab storage handling keeps consent changes consistent across open pages and supports the same preference-change behavior. No unrelated change appears in the reviewed changes.
Full details: Docstring Coverage
Explanation
Docstring coverage is 0.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 1 functions across 4 files.

This is exactly the fix #8284 asks for, and the mechanism is sound end to end. The footer button in src/sections/General/Footer/index.js fires open-cookie-settings, CookieConsent listens for it on every page (it mounts from layout.js) and reopens the banner, and the consent change takes effect immediately: Accept after a Decline starts GTM straight away, and Decline after an Accept reloads only when GTM already initialized (window.gtmDidInit), so a first-time Decline costs no reload and a repeat Accept cannot inject the GTM script twice. The button is a real styled to match the neighboring links, which keeps it keyboard and screen-reader accessible, and DCO is green.
No changes needed from me. Two non-blocking notes:
The one limitation you already disclosed stands: cookies GTM already set are not deleted on Decline, they just stop being refreshed after the reload. Worth keeping in the PR description so a reviewer does not mistake the reload for full withdrawal.
The Cookie Notice promises a "Select Cookie Settings" link while the footer says "Cookie Settings". The issue itself asks for "Cookie Settings", so this matches the ask - only flagging it in case the legal page wording is ever aligned to the shipped label.
The build check was still in progress when I reviewed, so worth confirming it goes green before merge.

Clear GTM cookies when consent changes to declined.
This branch only reloads the document. It does not remove cookies already created by GTM. A visitor who accepts, then declines, can retain non-essential tracking identifiers until they expire. The Cookie Notice states that visitors can disable non-essential cookies and withdraw consent. Clear same-origin GTM cookies and apply any provider-specific opt-out before reloading. consent storage key, passing the new stored consent value so initialized GTM is

Thanks for the reviews. Pushed 2f22ed7 so a consent change in one tab also applies to other open tabs.
On clearing GTM cookies on Decline: I left it out on purpose. GA sets its cookies on the parent domain with names that vary by property, so deleting them from the client means guessing domains and names. Happy to add it if maintainers want it. For now the reload stops GTM, and its cookies just stop being refreshed.
