The header of an incoming unidirectional stream is read by whichever task
polls the connection first, and the waker of the stream is replaced by every
poll. If a task of accept_bi resolved the header, the task of accept_uni was
never woken up, so a stream opened by the client right after the session was
established could be missed until another stream arrived.
