Description
Bumps to carson v1.9.0:

  • adds sweep to conflicts-notifier, so that merge conflicts are also determined on schedule
  • the documentation label now applies to mkdocs.yml changes
  • the github_actions label now applies only to changes in .github/workflows or their yaml configs

Checklist:
